就是要從軍！ 他成聲請釋憲第1人
東引，離島中的離島，別人避之唯恐不及的地方，陸軍少尉邱裕弘自願來這裡服役。邱裕弘為了從軍，前後花了7年時間，最後靠大法官釋憲，讓他得以一圓從軍夢想。邱裕弘為了當軍人向司法院大法官會議聲請釋憲，這在國軍建軍史上，可能是空前的。
邱裕弘說，他從小因為喜歡讀歷史，對國家有濃濃情感，想要保衛國家，照顧別人，下定決心要從軍。
邱裕弘從軍前，民國97年到98年間已服過義務役兵役，第一次考專業軍官班是97年入伍當兵前夕，因過去念書時，曾經發生車禍，與對方和解不成，留下了刑事紀錄，國防部為了這個紀錄，不同意他報考。
這個挫折開啟了邱裕弘為了從軍艱辛奮鬥的歷程，97年第一次訴願，他勝訴了，因為國防部招生簡章寫「曾受有期徒刑者不得報考」，他只是拘役，是有期徒刑以下，判決勝訴，雖然勝訴，但仍不能報考，國防部修正簡章與入學規定為曾受刑宣告者不得報考。邱又在99年義務役退伍後，再報考第二次專業軍官班，仍舊無法如願。
邱裕弘從99年到102年，在父親協助下，他摸索著如何寫訴狀，持續向國防部提出訴願、行政訴訟，屢戰屢敗，從不灰心，朋友見他有如此決心，介紹了律師給他，他透過律師，向大法官會議聲請釋憲，為了從軍釋憲，邱裕弘成了中華民國憲政史上的第一人。
司法院大法官會議在102年12月作成715號解釋，認定國防部頒布的預備軍士官招考簡章，規定曾受刑宣告者不得報考，已逾越必要程度，侵害人民服公職的權利，宣告違憲並應立即修正。
103年邱裕弘考取軍官班，今年7月結訓掛階少尉，邱裕弘他自願到外島服役，然後從外島籤當中，又抽到東引島。到了部隊，擔任步兵排長，他發現士官幹部體能非常好，希望能再提高自己體能，他更相信到了部隊，就是要完成上級交付的任務。
東引早年是反共救國軍基地，後來島上陸續有海軍飛彈快艇進駐，設立雄風反艦飛彈陣地，與天弓二型防空飛彈陣地，東引與澎湖、台灣淡水三點，都有飛彈配置，有效控制台海當面，是重要的軍事前哨據點。
邱裕弘說，他選擇擔任軍官，是因為軍官可以照顧更多人。他考上軍官班，在成功嶺入伍時的訓練，比他前幾年義務役入伍，覺得要輕鬆許多，現在軍隊訓練更重視循序漸進，注重安全，體能還能應付，後來又去步兵學校受訓，今年畢業。
邱裕弘有交往穩定的女友，到了東引，回台休假不方便，只能安排女友以眷探名義到東引來，他希望將來晉升中尉以後，再來考慮成家的事情。現在，他只想照顧好他的士兵，練好體能。
